Have you thought about why? Maybe theres a connection with this law and less criminals in the UK? Tight police and secure prisons isnt all that keeps criminal low, culture is also a part of it.

Perspective and culture, read up on it, you're all equally responsible. That goes for the environment also, too bad its no use and everybody makes sure everyone knows it. Not why its no use though, no-one understands why its no use.
