The framerate of DWM is dependent on many desktop properties, like v-blank and movie playback. But also flash animation in web pages as we can see here. When Opera is open viewing a flash content enabled web page, the minimize animation feels smoother and overall DWM rendering is reaching the monitors refresh (in this case 100hz).
